Looks like the release notes promise of keeping player's car performance about the same after the patch by adding ultra parts to inventory wasn't true.
A comparason of the top speed of cars in my garage with skills enabled before the skils mod change, and after the skills mod change with the ultra engine, ultra tranmission and ultra tire performance parts installed. I tested this going south west on Hwy 99 starting near the golf course:
top speed before change - after change:
silvia = 180 mph - 178 mph elise = 201 mph - 196 mph bmw = 225 mph - 214 mph z06 = 226 mph - 216 mph
So all of my cars are slower. The cars with better parts, like my BMW (former rating 669) 5 pro tuned parts, 1 pro sport part took the biggest hit in top speed and acceleration. Note before the change, my BMW's top speed in free roam (no skills) was 211 mph, so those 3 ultra parts only increased top speed by 3 mph (from 211 mph to 214 mph).
It's also clear that acceleration is less than it was before.

Already knew taking away passive increase meant the entire game would be slower for everyone no matter what parts we got, but fell mostly on deaf ears. Whole skill mod implementation is not as simple as people think at first and evaluating all the changes points to the same trend the game has been going on... so I won't repeat it. Anyway done talking about this whole thing so that's all I'm saying. Just need the leaderboard reset before the only thing keeping me playing stops being meaningful. No fun trying to set times on an outdated leaderboard

Short version of what happened to my BMW, removing performance skills reduced top speed by 6.6%, and adding the 3 ultra parts increased top speed by 1.1%, so a net loss of 5.5%. The same thing happened to acceleration as well. If EA wanted to keep my performance close to what it was before as indicated in the release notes, then I should have received a full set of all 6 ultra parts, and even that may not have fully restored the BMW back to it's previous performance.
The handling aspect of the parts seems to have very little impact on maximum cornering speed, so I can't comment on that.
For once it would be nice if the release notes were up front and honest, such as "for players that had all 3 performance skills at 3/3, your cars will be slower, even when the ultra parts added to inventory are installed".

I really dislike the way that the cars are behaving now. I think they ruined the game quite a bit with this update. I think they should have just left everything the way it was and maybe add an option to reset the driver skill points for boost or something, so that you do have a way to fix your mistakes but can't change the points around all the time. There was no need in my opinion to remove them completely.
