To take an E-class car and make it a B-class car? Just wandering. It's pretty much a freeroam car that tops out at 172mph. Can go a bit higher, not sure how far though...

Maybe reduce it to 499 to be a competitive Class C car

I have two other drivers that have solidly competitive Class C cars and I'm doing up a R32 to be a dedicated drag car.

My tier 1 Siliva ended up as a 533 Class B car. Also my tier 2 Lotus Elise is now my highest rated car at 729 class A.
So upgrading a class E car to a class B car is not "wrong", but it's probably useless, but I think that's part of EA / quickslime's plan to get players to spend more money on NFS World.
