My main concern is that EA will put more focus on trying to get players to use and then buy speed boost, by creating content or features that can only be acquired via speed boost, such as the change to reduce the number of car slots to 3, then requiring speed boost to buy 2 more slots.
As far as the near term effect, the free to play players will start doing pursuits to earn cash and rep, so multi-player activity for the f2p players will diminish, but in the long run could result in more multi-player races as more players level up.

This pretty much ruined the prizes of our PBRC's, which are now just the 1500 Boost, but it is how ever great news for the free players and the game it self, 'cos I believe the game will survive better, if everyone can have access to everything in the game. This is not the case in World's biggest competitor, Level-R / HEAT Online, where the licensed cars are only available for paying customers. This can be a big problem, if the cars that can only be bought with real life money turn out to be the über cars. I'm hoping that EA will from now on keep the whole game and all it's features available for everyone, but I also hope they will add possibilities to take short cuts with real life money. I mean, people who work on weekdays and only have time to play on weekends, should have an opportunity to use the money they earn for keeping up with people who do not have to go to work during the week. The game is now the free to play game that players were expecting back back when NFS World was first announced and through the early betas (until the level 10 cap was announced).
The announcement of the level 10 cap, and the reduction of free car slots to just 3 gave many the impression that the developers didn't think they would be able to generate enough revenue from sales of speed boost without making content and/or features exclusive to starter pack purchasers, but now it appears they've changed their minds yet again.
You have to wonder why this change was made. Maybe the number of online players had started to decrease significantly, and/or the sales of starter packs had diminished to a small trickle.
Considering EA's losses last year and the cost cutting they've been doing, I wonder how much more money they'll be willing to put into NFS World, especially when NFS Hot Pursuit 3 is going to be released in about 2 months. My guess is they'll complete the maps from Most Wanted and Carbon, plus the canyons they've started on, and the cars they plan to add to the game, but I'm not sure what they'll do about the limited number of cars slots when they add more cars. After this, I would assume the servers will continue to run for several years, since the servers for older games like Most Wanted and later NFS games are still running.

The removal of the level cap is not the issue. The stater pack players are mostly upset that they are getting 7 day tier 3 rentals instead something more useful for the $20 they paid for the game. EA may change what the starter pack players will get. A duplicate of the post I made in the free to play thread at ea forums:

With the recent change in drop rates, players now get powerups at a rate that seems to eliminate the need to ever buy speed boost unless EA creates some new content and/or feature that is exclusive to speed boost (which would upset players once again).

Permanent rep and cash amplifiers.
More skill points (not more levels), perhaps 10 or 20 more skill points. The current 49 skill points a player gets by reaching level 50 already is enough to maximize all performance related skills, so these extra skill points would not result in an unfair advantage in races, but could be used for amplifiers or explore skills. However many players are asking for the ability to redistribute skill points (a skill undo/unlearn feature), and if this is done, more skill points would still be useful, but a bit less so.

How can you complain about a free game? Well, that's quite easy. First off, start by saying the game is shit. At this point you don't even have to provide evidence as nobody has had the time to respond and debate your stance. Just saying it's shit will do.
Somewhere along the line someone is bound to take the bait and will ask for an elaboration. At this point you provide an explanation of the grounds on which you think the game (free, not free or pay-afterwards-through-trickery) is shit. Providing evidence at this point will take many by surprise and will give you the upper hand at an early point. However if you find yourself in the situation that you're not able to provide such evidence e.g. you're trolling, proceed to bash the creator / production studio of the game in question.
Easy right? Former Technical Advisor at your service, you're more than welcome (unless you're not paying me for this super cool best advise ever - in that case, fuck you).

Getting into the matter, this won't come as a surprise to you guys where I stand on this. The whole level cap thing shouldn't have been there in the first place. I can only feel sorry for those crazy enough to have paid for content, as they seem to get screwed the most in this whole situation.
I'm actually happy that they finally took their head out of their arse and got rid of this level cap thing. As rcgldr said, this is somewhat the kind of free-to-play I was expecting when they advertised it as such. When I was reading this I actually toyed with the idea of trying the game. It's just too bad I still don't like the concept and just haven't got the time for a game I can't bring up any enthusiasm for.

Sounds good , like it was meant to be from the start. Might get back into World , might not. Last time I played I was accused of cheating and told I cant drive for shit , I dont cheat , dont know how to and dont consider it respectful , if you cant do it on skill why bother? As for driving like crap , well blame EA for not having a server close enough to Australia to eliminate the lag , it's not my fault if cars dont show up on my end and I crash into them, is it?

EA claiims traffic cars not showing up due to lag is fixed now. However I've never been sure if all players get the same traffic cars, especially after collisions. This would require positional updates on all cars, and prediction code for collisions that occur between any players and traffic cars if packets are lost just after the time of collisions.
