In the April 30 and following betas, the need for speed skill if set to 2/3 or 3/3 would prevent many (or all?) cars from shifting into top gear. Thanks to feedback from several players that it was working, I set needforspeed skill to 3/3 and tested it with 4 different cars, and it's working now.
Part of the fix was to reduced the effect compared to the April 30 effect, which was 5.25% at 1/3, 10.5% at 2/3, and I don't know what the 3/3 setting was. The effect at 3/3 is now 6.25% (to 6.5%) or 8.85% if nitrous is used. There also seems to be some increase in power, similar to dragster effect.
I now have dragster, nerves of steel, and need for speed skill all at 3/3. Although these skills are described as only having effect in races, they also affect pursuits. While in free roam, if you tap a cop car to go into pursuit mode, the increase in acceleration and top speed is immediately noticable.
Summary of change in top speed.
Silvia with green pro upgrade 142 mph increase to 151 mph Elise with green pro upgrade 169 mph increase to 180 mph Z06 with green street upgrade 190 mph increase to 202 mph Audi R8 with green street upgrade 191 mph increase to 203 mph BMW (no upgrade available) 192 mph increase to 204 mph (209 mph with nitrous).
