Looks like EA has yet again taken some shortcuts with the upgrades by merely changing setup values with them instead of having those upgrades actually improving performance.
It appears that all the seam welded chassis upgrade part does is change the default setting for sway bar one click to the right. I don't recall if installing the part moves the sway bar settings, or if the settings are only changed if you press "C" (on the PC) to reset the tuning values to default. If you set the values to default, then adjust them back to where they would be without installing the seam welded chassis part, then there's no apparent difference on car performance.
Another useless upgrade is the stage 3 suspension for the LP560. The stage 2 suspension defaults the height to max values, while the stage 3 suspension defaults them to 65 / 75, but these can be set to 65 / 75 using the stage 2 suspension, so the stage 3 suspension seems like a useless upgrade.
I don't know if there are other similarly "useless" upgrades.
Reminds me of Porsche Unleashed's ABS and TC settings which had absolutely no effect on gameplay.

This is valuable information for building cars to match online restrictions of 4.00, 6.00, 10.00 and 14.00. It helps, and as with previous NFS games, I've always asked if someone from the development team could explain how tuning and upgrade parts are actually implemented in the game (as opposed to how they are described), so setting up a car wouldn't end up being guess work or finding out stuff like this, but so far, the developers apparently feel they have something to hide regarding the simplifications they make when implementing this stuff, so it never gets revealed, and we're left with trial and error to figure this stuff out. I'm not so sure about the difference between body kits, but that may depend on the car. I switched from body kit 3 to body kit 2 on a 5.98 Challenger so I could add a stage 3 drivetrain, to end up with a 6.00 Challenger. I compared just the body kit changes and couldn't tell the difference with downforce set to max at 8 / 8.
