Hi all!
I finally found a way to run NFS World on my netbook with custom graphics. Well, I didn't figure it out myself, but used this Advanced graphics-settings in NfS World guide to find settings that don't look like crap, but still run the game OK.
Here's a step by step on what to do to get the graphics on that picture:
1. Make sure you have the resolution you want to use and all other options the way you want in the game.
2. Close the game.
3. Copy %appdata%/Need for Speed World/Settings on your Windows Explorer's address bar and hit enter.
4. Right click UserSettings.xml and choose "Edit".
5. Find <performancelevel Type="int">0</performancelevel> and change value to "5".
6. Save the changes.
7. Launch the game and do a donut in free roam.
8. Close the game and open the same file for editing again.
9. Find <carenvironmentmapenable Type="int">0</carenvironmentmapenable> and change value to "1".
10. Find <particlesystemenable Type="int">0</particlesystemenable> and change value to "1".
11. Save the changes.
12. Launch the game and enjoy decent looking cars instead of those all matte ones you get with minimum graphics settings!
So basically you want to have these settings...
<carenvironmentmapenable Type="int">1</carenvironmentmapenable>
<particlesystemenable Type="int">1</particlesystemenable>
<performancelevel Type="int">5</performancelevel>
...in your UserSettings.xml file.

UPDATE:
Running game in 960x600 window really boosts the performance!
Choose 800x600 windowed mode in game, then change to...
<screenwidth Type="int">960</screenwidth>
... in the settings and also switch back to...
<performancelevel Type="int">5</performancelevel>
...which has changed, due to touching the settings in game.
UPDATE 2:
I recently started using these in addition. They do not seem to hinder the performance too much...
<fsaalevel Type="int">1</fsaalevel>
<roadtexturefilter Type="int">2</roadtexturefilter>
