EA blocked off the ramps at the bus station, so players can longer drive up the ramps (although you can still reset to get on them). It was an uneeded change (other spots are better for pursuit time exploit, and pursuit time not a significant factor in rep or cash won in NFS World), and one that ruined one of the most popular spots in Most Wanted and World. The details about this are explained in the various posts in this thread and poll. The explanation for the posts was to prevent people from using the ramps for pursuits, but the posts have made it worse. You can reset to get on to the ramps, even during a pursuit as long as the pursuit meter bar is blue, without getting instant busted.
Once on the ramp you need to go oustide, as those posts inside act like a slow cooldown zone (when inside the terminal, the cops can't "see" you and you're in evade mode). Before the posts were put up, eventually you had to jump off the ramp and actually evade, but with the posts you never have to leave the ramp, just go back into the terminal and you'll evade.
Although the posts now mean that no cop can ever drive up the ramp to bust you, there is still the original issue that if a cop crashes and resets near the ramp, it resets onto the ramp and you will get busted.
With the level of cash capped at 4 to 5 minutes, and the level of rep not affected much by time, using the ramps for pursuits is a waste of time if you're trying to earn rep or cash. It's much quicker to do a normal pursuit where you tag and disable cop cars.

its not all about pursuits its about free roam it should let you go up it just for fun.
