maybe its a stupped questions but ive got following train of thought
cold air for engine means more power in real-life. but cold street means less grip in real-life.
maybe something like that in shift ?
dawn -> less Grip -> high Power midday -> high Grip -> less Power twilight -> normal Grip -> normal Power

Cold tires have less grip, but I'm not sure about cold tracks. In drag racing, the best ET's occur at night. I would assume that road racing is similar, since the tires will stay warm inspite of the track temperature, and the track woud be a bit warmer at dusk than at morning, although air temperature would be about the same.
I haven't noticed any effect in NFS Shift, but I haven't looked for it either.
