I have it setup, played it a few times, but I was already getting bored with the online version, so I don't play it often. Still, it's nice to have the offline version, which is much better than ending up with nothing. Someone at another forum downloaded quite a few accounts including mine, so I can still drive the cars I had online, so something to remember NFS World with.
NFS World in offline mode is now like most other racing games. Everything is unlocked, so like most racing games, the are no achievements to worry about (other than some initial career mode), you just run the events. Given this, if an private server is ever up and running, I wonder how many players are really interested in the actual gameplay of NFS World when there are no achievements or goals, other than to win events and/or improve lap times.

update - I'm running version 1.7 now. There's also a version 1.8 released and a version 1.9 in the works.
Some stuff that was never released in the online game is released now, such as 5 star skill mods, wide body kits for certain cars that were not released before, special versions of cars that were limited time only, ... . In addition some special effect stuff can be added to cars by editing a profile. Similar to the snowflakes and pink particles, there's a clover particle effect that's combined with a flowing rainbow from the back of a car, that was never released.
