For MW upgraded cars with all performance uniques the order is:
Carerra GT Lotus Elise BMW M3 GTR (note no performance uniques)
By using a hex editor or trainer, the BMW M3 GTR can have 6 of 7 performance uniques installed, all but the supercharger (which will crash the game if you try to add it). This makes it a tie with the Elise, and which is faster depends on the track. The Elise corners better than any of the other cars in Most Wanted, but the Carerra GT makes up for this with acceleration, high speed, and lots of nitrous.
For Carbon upgrades cars it's essentially a tie between the Z06 and the Audi Lemans, which is faster depends on the track. The Lancer and BMW are fast in the canyons, but at some, the Z06 can wall ride and be just as fast.
The test track players were using for Carbon was Condo Row, but that has some jumps (plus a pair of gates you crash through on the first lap), that make consistent lap times difficult to compare.
I did a standing start lap compare at Condo Row. The Elise was most affected by the gates, and I may have used pursuit breaker on it's run. don't remember.
