Question: Will there be DLC on PC this time?
Answer: Just like before, DLC will be limited to PS3 and 360 only. The reason is feasibility: there's no good way of supporting PC DLC from a marketing standpoint.

what I got from reliable sources:
it is not SMS, they unofficially confessed that they made a DLC for PC as well,
it is EA, who decided to put a hand on publishing it on PC!!!
It stared long ago with the first Shift.
Behind PS3 is Sony, behind XBox is Microsoft, behind PC is noone.
Fat kickbacks were given to EA Publishers from 2 beforementioned companies
in exchange for intentional killing of NFS PC gamers community
and their forceful migration to the consoles.
Easy to be done taking into account the price of consoles equaling one for the new videocard.
With Shift2 they did an extra step:
cutting number of paid hours for developers to port the game to PC which led to
extra laggy controller implementation
and bugs that probably won't be fixed at all even with the patch.
Results:
multiple angry PC users that treat to stop buying PC titles and cursing EA.
This is exactly what Sony and Microsoft wanted.
Next time those kids and adults will pay for the console
and will enjoy the games
by paying the same money to the EA.
EA loses nothing,
Sony and Microsoft gain something,
win - win situation.
But noone cares about the product or customers,
only about money.
