Actually you will perhaps get a smoother experience with a higher memory clock, but it won´t give you much of an increase in fps, unlike raising GPU clock. Ideal raise both, but make sure to max out GPU clock, then raise memory clock as much as possible - still maintaining stability of course. Just to show the difference I made a few run at Road America:
Resolution is 1920x1200 and everything maxed out, except anisotropic at 2x
This is stock settings:
2011-05-10 04:43:58 - SHIFT 2 UNLEASED (TM) Limited E
Frames: 7599 - Time: 106596ms - Avg: 71.288 - Min: 55 - Max: 80
This is with default GPU clock, but with 2200 MHZ memory from default of 2000 MHz:

Frames: 7683 - Time: 105472ms - Avg: 72.844 - Min: 56 - Max: 82
This is with GPU clock of 900 MHz from default 815 MHz and with memory clock at default:

Frames: 8407 - Time: 108717ms - Avg: 77.329 - Min: 60 - Max: 87
This is with GPU clock of 900MHz and Memory 2200MHz and anisotropic 16x - not much of a difference:

I do think racing with a higher memory bandwitch feels much smoother, but you test for yourselves.
Edit: Aaron try to run 3 laps with 100% fan speed, your temperatures are not that high at default fan speed, but how low is it with 100%? And is it set for auto or at 40% all the time?
